India and the Kyrgyz Republic are strategic partners and share warm and friendly relations.
India has extended technical assistance to the Kyrgyz Republic for the establishment of an IT center at the Kyrgyz State University of Construction, Transportation and Architecture, Bishkek; Potato processing plant at Talas; Language laboratory at the Diplomatic Academy, Bishkek; Tele-medicine links connecting six hospitals in Kyrgyzstan, and Bhabhatron-II equipment and Imaging simulator for treating cancer patients. India gifted IT equipment (PCs, Tablets and Notebooks) worth Rs. 27.40 lakhs to the Central Election Commission of Kyrgyz Republic for use during the Parliamentary elections held in October 2020.
Recently, India has extended funding support of US Dollar One Million from the India-UN Development Partnership Fund for the project “Increase access of rural women to quality reproductive and maternal health services in maternity hospitals with the highest number of deliveries” in mountainous regions of Jalalabad, Karakol and Chui. The project has been handed over to the Ministry of Health of the Kyrgyz Republic.
An umbrella Memorandum of Understanding between the Government of the Republic of India and the Government of the Kyrgyz Republic regarding Indian Grant Assistance for the implementation of High Impacts Community Development Projects was signed in October 2021. A Protocol amending the said Memorandum of Understanding was signed in January 2024.
Under this umbrella MoU, two tripartite Memorandum of Understanding for High Impact Community Development Projects namely “Setting up of an IT Lab at Kyrgyz Economic University, Bishkek” and “Improvement of the Technical Base and Infrastructure of the Center for General Medical Practice Leilek District of Batken Region” have been signed today at the premises of Ministry of Economy and Commerce of the Kyrgyz Republic. Both the projects amount to not more than 126.29 million Kyrgyz Som each. The MoU for IT Lab has been signed by the Hon’ble Ambassador of India to the Kyrgyz Republic, Hon’ble Minister of Economy and Commerce of the Kyrgyz Republic and Hon’ble Minister of Science, Higher Education and Innovations of the Kyrgyz Republic. The MoU for Center for General Medical Practice has been signed by the Hon’ble Ambassador of India to the Kyrgyz Republic, Hon’ble Minister of Economy and Commerce of the Kyrgyz Republic and Hon’ble Deputy Governor of the Batken Province.
These two projects will improve the socio-economic condition of the local community as identified a priority of the Kyrgyz government.
This will result in further strengthening of the bilateral relations of the two countries.
