Speech on Celebration of 77th Republic Day of India

Your Excellency Mr. Almaz Imangaziev

Excellencies and colleagues from the Diplomatic Community;

Distinguished Guests,

members of the Indian Community,

Ladies and Gentlemen,

Good evening!

It is an honour and privilege to welcome H.E Mr.  Almaz Imangaziev representing the Government of the Kyrgyz Republic at today’s  reception to mark the 77th Republic Day of India. A warm welcome also to all distinguished guests.

Republic Day is an important day as it was on 26th January 1950 India threw away last vestige of colonialism after attaining independence on 15th August 1947. On this day, with the coming into force of the the Constitution of India, one of the continuous living ancient civilisations was transformed to a nation State and became a Sovereign Democratic Republic.

India at the time of independence decided not to join any of the then existing camps and pursued a policy of non-alignment and even in today’s increasingly fragmented world, India continues to pursue Strategic Autonomy and follow multi-alignment based on shared interests.  The citizens of India are supreme for us and we work towards realizing the dreams and aspirations of people of our nation.

Despite the strong headwinds, uncertain and unpredictable world and in this era of global challenges, India guided by the aspirational vision of Hon’ble Prime Minister Modi of ‘Viksit Bharat’ by 2047, year when India will be celebrating 100 years of independence, with a growth rate of over 7% (7.2%) continues to be the fastest growing major economy and has become the world’s 4th largest economy in nominal GDP terms surpassing Japan in late 2025 with a GDP of around $ 4.18 Trillion.  India is expected to surpass Germany to become third largest economy by 2030 from being the 10th largest in the year 2014.

In a world where globalization is increasingly yielding space to protectionism and where economic means, access to critical technology and supply chains are getting weaponized, India is becoming one of the growth drivers of the global economy and has become a model of high growth and low inflation.

India, world’s largest democracy has proved that democracy delivers and the democratic institutions and processes could provide stability, speed and scale to development- which is inclusive and has resulted in lifting over 250 million people out of poverty in recent years. Hon’ble Prime Minister’s vision of सबका साथ, सबका विकास, सबका विश्वास, और सबका प्रयास’ is the guiding light for India’s growth story. India has also proved that diversity can be a strength in a democracy.

India has made rapid advancements in many fields especially in last decade or so. India is building World’s largest Digital Public Infrastructure and India’s UPI is the largest digital payment system in the world. India is largest vaccine producer in the world, second largest steel producer, third largest Startup Ecosystem, third largest aviation market, fourth largest largest railway network, third largest metro rail network, largest milk producer and second largest rice producer. Today’s India is not only self sufficient in production of food grains to feed her 1.4 billion population but is also in position to export to many friendly foreign countries.

India’s infrastructure investment has been projected to rise from 5.3% of GDP in 2025 to 6.5% by 2029 highlighting India's rapid growth and massive infrastructure investments. The economic transformation is evident by massive surge in infrastructure projects – airports, ports, express ways, railways, metros, power generation and transmission etc.  Guided by philosophy of “Vasudheva Kutumbkam i.e. world is one family”, the focus is on “Make in India, Make for the World” to turn India into a manufacturing hub facilitated by Production Linked Incentive Scheme and to become a part of global value supply chains.  Equal importance is also being placed on critical and emerging technologies like AI, Quantum Computing, Green Hydrogen and manufacturing “Make in India” Semi-conductor chips.  India will be hosting first ever AI Summit, the India-AI Impact Summit on 19-20 February 2026. We are also proud to lead global initiatives like the International Solar Alliance, Global Biofuel Alliance, International Big Cat Alliance & Coalition for Disaster Resilient Infrastructure and promote sustainable living through  MISSION LIFE and promoting Yoga and Ayurveda.

India is also known as “Pharmacy of the World”. India’s affordable and quality healthcare solutions are saving the lives of the millions across the globe. During COVID, India sent nearly 300 million vaccines to the world while administering the vaccine to our own 1.4 billion citizens.

India has been prominent Voice of Global South and has been raising the concerns of global south on every global platform. India has been at forefront, a reliable partner and a dependable friend in the comity of nations, by coming to aid of our neighbourhood during their difficult economic times; being first responder during natural and humanitarian disasters; providing maritime security to facilitate freedom of navigation by projecting the interests and concerns of fellow developing countries especially in current fluid geo-political situation and where in by advocating for Dialogue and Diplomacy to find solutions.

However, India is also of the firm believe that there can not be any dialogue under the threat of terrorism and that cross border terrorism or support to it will not go unpunished. All citizens of India are proud of bravery and valour of our armed forces displayed during “Operation Sindoor” which was conducted in response to  barbaric, inhuman, heinous terrorist attack in Pahalgam, in the state of Jammu and Kashmir on 22nd April 2025.  Operation Sindoor showed to the world India’s zero tolerance of terrorism and the right to defend its people against cross border terrorism. We are thankful to H.E. President of the Kyrgyz Republic and the Hon’ble Foreign Minister for their condolence messages after the Pahalgam terror attack. H.E. the Kyrgyz President while condemning the terror attack also wrote that “ this crime can not be justified under any circumstances and its organizers and executors must be brought to justice”. That is what exactly India did in Operation Sindoor targeting the terrorist infrastructure, their training camps and their launch pads. Operation Sindoor was also a testament to battle effectiveness of indigenous weapon systems.

Coming to bilateral relations between India and the Kyrgyz Republic, our two countries having historical and civilisation foundation, the contemporary ties have evolved into a strategic partnership. The traditionally warm and friendly relations between our two nations are manifested through cooperation across diverse areas/sectors such as Political, Economic and Commercial, Developmental Cooperation, Capacity Building through  both civilian and defence component of Indian Technical & Economic Cooperation programme, Defence and Security cooperation, People to People linkages and Cultural Relations. Regular exchanges in these diverse areas happened throughout the year and our endeavour would be to give further impetus to these areas of cooperation through continued exchanges and explore new areas of cooperation. Hon’ble Prime Minister of India and H.E President of Kyrgyz Republic had a brief interaction on the margins of last meeting of Heads of States of SCO Member States. The exchange of visits last year included participation by then 1st Deputy Minister of Defence of the Kyrgyz Republic in Aero India 2025  in February 2025; visit of Hon’ble Minister of State for External Affairs Shri Kirti Vardhan Singh to Kyrgyz Republic in June 2025; visit of Hon’ble Kyrgyz Foreign Minister to India to participate in the 4th India Central Asia Foreign Minsters Dialogue in June 2025.  Acting Chief of General Staff of the Armed Forces of  Kyrgyz Republic-1st Deputy Minister of Defence participated in Army Chiefs’ Conclave on United Nations Troops contributing countries at New Delhi in October 2025.

The intensity of regular bilateral exchanges in diverse fields could be gauged by the large number of delegations visiting in January/February of this year: 15 member Cultural troupe from Osh “Aalam” travelled to India for 11th ICCR Dance and Music Festival; two troupes (15 member Komuz ensemble “Muras” and 13 member  folklore dance group “Ai-Erkem” will be participating in the 39th Surajkund International Crafts Mela from 1-14 February; 6 member delegation of Kyrgyz National Military Lyceum are participating in the Republic Day camp in New Delhi; a team from Kyrgyz Armed Forces is in India attending training on High Altitude and Mountain Warfare Operations; Kyrgyz Special Forces delegation will be travelling to India for 13th edition of Khanjar Bilateral Defence exercise; Defence Industry seminar cum exhibition will be held in Bishkek in first week of February, 6 Kyrgyz Officials travelled to India under ITEC Programme for various courses, 3 member Kyrgyz delegation is participating in India Energy week and 2 member Kyrgyz delegation participated in India International Conference on Democracy and Election Management.

The same trend continues through out the year and will be intense especially this year as Kyrgyz Republic will be hosting a large number of events during their SCO Presidency. We assure India’s full support to various Kyrgyz initiatives during the Kyrgyz Republic’s Presidency of the SCO and wish Kyrgyz Republic a successful and productive SCO Presidency.

While we explore new areas of cooperation, we are committed to the implementation of several agreements signed during the high level visits earlier.  Our current bilateral trade is much below the potential and we will work together with the Kyrgyz side to increase it to higher level considering the complementarity of our two economies. Early conclusion of FTA between India and the Eurasian Economic Union (EAEU) will further facilitate our joint efforts to significantly enhance bilateral trade turnover between our two countries.

In the field of developmental cooperation, under the umbrella MoU, two tripartite Memorandum of Understanding for High Impact Community Development Projects namely “Setting up of an IT Lab at Kyrgyz Economic University, Bishkek” and “Improvement of the Technical Base and Infrastructure of the Center for General Medical Practice Leilek District of Batken Region” have been signed. I am happy to inform that India is very soon going to replenish the Cobalt 60 source for already gifted Bhabhatron II at the National Centre for Oncology and Hematology in Bishkek for the treatment of cancer patients in Kyrgyzstan.  India will also be gifting Siddharth-II linear accelerator to further augment domestic cancer treatment capacity of the Kyrgyz Republic.

I would like to express appreciation and also thank the Kyrgyz Government for ensuring safety and security of Indian diaspora mainly the medical students. Indian community worldwide is known for their hardwork, apolitical and law abiding nature and ability to gel well with the local communities. We are happy that the Indian community in the Kyrgyz Republic has lived upto that reputation and would continue to be bridges of friendship between our two nations. The Indian community members are the real envoys of our nation and I am confident that through their conduct they will keep the Indian flag flying high. We would also be happy to facilitate mobility of Indian professionals and workers to ensure that Indian nationals arrive legally to work in the Kyrgyz Republic and that their rights are protected.  I hope that the Kyrgyz Government would continue to look after their welfare

We welcome the start of weekly regular direct flight between Delhi and Bishkek by Tej Jet. This along with the flights operated by Aero Nomad and hopefully by Indigo in near future will help in further increasing the people to people linkages and the ease of travel would further boost our commercial, cultural and overall bilateral ties.

In the end, I would like to once again thank H.E. Mr. Almaz Imangaziev  for gracing today’s event as the Chief Guest; thank you all for joining us to celebrate India’s Republic Day. I would like to thank Government of the Kyrgyz Republic for extending all the support to our Embassy. I would also like to appreciate efforts of Embassy team and thank them in organising this event.
