Ambassador Speech on ITEC Day 2025

Your Excellency  Mr Nurlan Omurov, Deputy Minister of Science & Higher Education

My dear ITEC Alumni,

Distinguished Guests,

Friends from the Media,

Ladies and Gentlemen,

Good Evening,

          It is an honour to welcome you all to celebrate 61st anniversary of Indian Technical and Economic Cooperation Programme in short ITEC – India’s flagship programme for capacity building and developmental partnership since 1964.  ITEC is cornerstone of India’s foreign policy and a unique model of South – South Cooperation based on guiding values of trust, respect, equality, cooperation and knowledge sharing without conditionalities.   ITEC is a medium to enhance our relations with other developing countries on basis of partnership and cooperation for mutual benefit.  It is also manifestation of our resolve to contribute to global community members in attainment of common goal of social and economic well being of their people.

 

2.      Since 2014,  India has offered close to 2,25,000 world class capacity building trainings and scholarships at over 120 premier institutions in India, along with a chance to experience the culture and hospitality of India.  Even during the disruptions occasioned by the COVID pandemic, the ITEC programme continued with its commitment to share India’s development experience with the world, providing online healthcare and governance related trainings to nearly 10,000 professionals through digital platforms.

 

3.      ITEC is guided by philosophy as highlighted by Hon’ble Prime Minister Narendra Modi : India is a country which has always played a constructive role on the world stage.  Our offer of development aid, our development model is not based on ‘give and take’, but is guided by the developmental requirements of partner countries.  Our focus has always been on Capacity Building and Resource Development.  We have always strived for collective team work at all forums of our developmental partnerships. 

 

4.      ITEC has created a large network of Alumni including in the Kyrgyz Republic who have become ITEC torch bearers in their respective countries and are powerful cultural bridge between India and the Kyrgyz Republic. Every year we strive to bring together ITEC alumni to celebrate ITEC Day to renew the friendship and also to create more awareness about the ITEC Programme.

 

5.      India and Kyrgyz Republic are strategic partners having warm and friendly relations founded on historical and civilisational ties and based on mutual trust, respect and mutual understanding.

 

6.      Here in the Kyrgyz Republic, ITEC has woven a special thread in our bilateral tapestry for over 30 years. From civil servants to defense personnel, from Osh to Jalal-Abad, Kyrgyz professionals have embraced training opportunities in India—spanning governance, information technology, and now cutting-edge fields like artificial intelligence and cybersecurity. You, our ITEC alumni, are the living bridges of this partnership, driving innovation and strengthening the bonds between our peoples.

 

7. Today’s gathering—filled with your inspiring stories, cultural performances, and shared aspirations—reflects the spirit of collaboration.

 • We have relaxed the selection criteria and there is now no written test.

• Candidates can come to Embassy for general interaction session and submit their applications.

 • Outstation candidates can participate in this process by video calls and there is no need for physical presence.

 • Medical fitness certificate can be obtained from any Kyrgyz government hospital.

• Through our social media handles, we are sharing the information about upcoming ITEC courses regularly. We encourage first time candidates to apply for the ITEC courses and relax the conditions for government employees on case to case basis.

• We also encourage the Russian speaking candidates to use the technology for translation/interpretation purposes if they intend to attend these capacity building programmes sponsored by Government of India.

 • ITEC candidates are expected to apply atleast one month prior to start of the course in order to enable the Institute to process the application and ensure the slot allocation.

 

10. I would also like to take this opportunity to invite you all to the celebration of ‘Days of Indian Cinema’ from 21-24 November 2025 in Bishkek. The opening ceremony and screening of Indian Bollywood film “Dangal” will take place on 21 November 2025 at Kyrgyz Drama Theatre.  I look forward to again see you all at the opening ceremony on 21 November, i.e. next Friday.
